Not sure whether the flaking is included in the font design, or just added in. But does anyone know what font this is?

I am trying to help a client get better resolution on a very old logo. It seems I am not even smart enough to figure out how to upload the image on this post. Can someone tell me in plain English how to to it? I have a gif and a pdf. Thanks, M
