With this much better view, it looks as if someone simply drew it with a mono-width (mostly) tool and left it as is. The result is completely inconsistent in the details, but, to me, wonderfully consistent as a whole.
Is any relevant info given (foundry, designer, date)?
the designer is M.J. Gradl (if you have "Art Nouveau Display Alphabets" - Solo, see page 57 — he designed "Limbo"); the time — he was active around the 1900s +-
