Yeah, but they got it wrong. Those are not primes and double primes, they are typewriter quotes. Using those symbols as primes is just as incorrect as using them for quotes or apostrophes.
Props to Don! I don’t get a chance to work on catalogs for refrigerators or floor tile, so I haven’t had the opportunity to force the issue...but it’s been stuck in my craw for decades!
Maybe cartographers will save us....
