Looks like Roy Lichtenstein... But I can't tell if it is, I don't know this piece.
Might also be from a cheap comic :)

That looks like Frank Miller's Matt Murdock from his late 70's Daredevil run.. It may not be taken from a marvel comic, but the character, and inking style are close. (although Murdock usualy wears red-tinted glasses.. perhaps a recolor?)
