I’d guess that’s hand drawn, seeing as the S’s, A’s, E’s, D’s and T’s are different each time. Could be a complex OpenType font with lots of alternate characters, but I wouldn’t bet on it.
Yeah it’s just a logo, hand done originally by artist Craig Stecyk, who was involved in the early years of Dogtown, the birth of skateboarding and Southern California counterculture.
