"Consul" serif face in small blurry sample

This one is very easy I know. But can’t figure out yet...also, i need to find where i can get it.

It’s very difficult to tell with such a low res image. First I thought it was Palatino bold, but the serifs on the u are the wrong shape. Another possibility is Adobe Garamond Bold, but if so, it may have been vertically stretched.
