Ya, it look like Arial/Helvetica.
And the distortion is because of the bad scanning or the photograph. It also can happen when you enlarge the document by photocopying/Xeroxing.
Using the Photoshop “Spatter” Filter (under Filter/Brush Strokes) with setting to spray=3, smooth=5, applying gaussion blur and then using the sharpen tool on the ’o’ gives a similar appearance:
