In Photoshop if you play around with first bluring slightly your rasterized type, readjust your brightness/contrast, then adding the noise/dust and scratches filter you can get that effect. You will have to play with settings to get the look you want.

I’d say custom, because all you need is to apply a filter. A similar font: FF Blur.

Neville Brodys FF Blur was the father of it, but in this case I think Distro fits too well to be a coincidence. Slightly squooshed of course.
