contrast is laterally symmetrical in diagonals,
instead of the conventional scheme?

Who made it, when?
Monotype, in 1937/9, according to Global Type.
Ascender says it’s based on drawings received from Germany.

Germany, eh? Again. From the last years of the 19th century to WWII, Germany was doing more typographic innovation than every other country combined. You should see the sublime slanted-romans they made. Since WWII we don’t talk about that amazing spirit and its singular results any more.
