Appropriate use of text/titling figures?

It makes intuitive sense to me that in headers that are all caps that the one should use titling figures but what about headers that are u&lc? Book titles that include dates? Addresses on a poster or handout?

I think it has a lot to do with the typeface. Some designs have oldstyle figures which bounce too much for my taste.
