DEFAULT BLACK IN ILLUSTRATOR?
for some reason the black in the standard color pallette in CS# is only about 90% black.
how do I change it?

double click the swatch and change the colour to 100% black.
or are you talking about printing? if you want true black when printing go with 30/30/30/100.

If you go into the swatch, is it truely 90% black, or does it only look like that? Since a CMYK black will in alot of cases not look like 100% black on screen.

Go to Preferences > Appearance of Black and change the settings to the version you prefer/need.
