Hey, I was wondering how much does the latter's stem width need to be smaller than say a lowercase "L" - if at all. If yes, what would be the explanation for it?

Do you make them thinner?

Cheers.

Depends -- Sans serif or serif design? Lighter or heavier weight? Text face or display style?

The explanation for any of the answers will likely be a combination of "tradition" and "what looks right."

In this case sans-serif. The regular weight of a sans-serif typeface.
Thanks.
