Need some help identifying this. Has characteristics similar to Ultra Condensed Sans.

Actually Jim, this face isn't Iris either. It has a slightly higher x-height (look at the cap P) and the G has a small spur on it....
Any other thoughts, anyone?
I'm thinking "Empire" but can't check now.
It isn't Empire either. I also thought that....I think I can drum up some more samples.
Here are two more samples.
Silhouette is also close. I'm thinking this is a customization.
BTW, I like to use the term "waist" for the height of the horizontal strokes. X-height is specifically related to lowercase letters.
