Serif font with the hollow bitween letters

Anyone know this font?? It looks like Goudy Handtooled font

The term should be "inline" (or "handtooled", precisely).

I'd say it's lettering, not a font. The strokes on the upper and lower lines are the same weight even though the letter sizes are different. And the inline strokes on the two Es are subtly different.
