I'm equal parts delighted and nervous to have been invited to speak about Armenian type at the promising ISType conference in Turkey. Istanbul seems like a fascinating city, so I hope to see some fellow Typophilers there!

I can't imagine it's a messed up tcaron, but I don't think you'd intentionally put an unexplained blip on the page either. I'm puzzled.

It's actually an Armenian punctuation mark (called "boot", U+055D) which they bravely and kindly agreed to include in English! It's a pretty powerful mark - functionally sort of a combination apostrophe and comma.
