It reminds me of ITC Bernase, but the only digital version I am aware of is a free font called ‘Berns’. I don’t know about its legality or quality.

It’s one of the original Devinnes, popular in the late nineteenth century, a reasonable facsimile of which can be found here…

ITC Bernasse Roman looks quite well.

Romana Bold looks good, but it's the H, E & T thats get's me going that are to different from the font on the image.
