WWII V-Mail envelope

I accidentally posted this in the guidelines section, but couldn't figure out how to remove it. Sorry about that.

Any idea what the typeface is printed on the envelope (not that round stamp part).

Thanks!

Copperplate?

"PENALTY FOR PRIVATE USE TO MAIL SARIN, PRICELESS."

Definitely Copperplate Gothic on the top; on the bottom, it's hard to tell with just caps. I suggested starting with Alexander Phemister's old style as a possibility appropriate to the period.
