If you only have these numbers to do then I would definitely suggest you draw them up in Illustrator, even if this is an existing face if you go the drawing route you’d have the graphic ready to go before you could place an online order.
I agree with Ernst, that draw them on Illustrator may prove to be the easiest way. You could also try to use/modify a similar font like: Tiki Surf by House-Industries Windsor EF Light by Elsner+Flake Tanglewood Tales NF by Nick-Curtis
