From the dissimilarity of the two Os, I would say it's hand-drawn.

Reminds me of Dynamo. I guess you could do pretty much the same using Futura Condensed Bold, cutting some finials and adding oblique slab serifs.

Thanks. I know what you mean about Dynamo, but of course that has round O's. Similar feel though.
