Programmatically building an encoding for Fontlab

Is there a stable, recommended way of programmatically creating an encoding within Fontlab? That is, instead of loading from an .enc file using encoding.Load(encodingFile), I want to build up the EncodingRecords from various parameters.

So I see that a FL font object has a "classes" attribute that's a list of the classes in the font.

1) Is there a way to filter this list to only see kerning classes?

I assumed that nobody offered fonts licensed for editable embedding.

But I learned this week that all the Adobe Originals allow it.

But none of the devices I use on a daily basis pay attention to Type 1 hinting.

So is there a class of modern devices that still care about Type 1 hinting?

I stopped by on Thursday night and one of the font posters on display was a serif text face that also came in a fat weight and a shaded weight (i.e. fine horizontal striping). I forgot to note the name ... anyone help me out?
