How to make Romaji Letters Work

I would like to add aeiouAEIOU with straight dashes ontop of the characters (like macron marks). These signify long vowel sounds and are used in the Hepbern romanisation of Japanese Language called Romaji.

Has anyone come across a glyph called 'steuerstrich' or have any idea what it might be used for typographically speaking?

I am looking for some clarity on best practice for the naming and use of UNICODE codes.

When reading Typophile's informative posts, "those who know" prifix any quotation of a unicode to be assigned to a glyph with the prefix U+ giving a value...
